SAO BIEN, SEA STAR INTERNATIONAL PORT PROJECT
JML Group’s US$150 Million investment in Sea Star International Port will include:
- 4 Berths for vessels up to 80,000 DWT, bulk cargo facilities.
- Strategically located warehouses serving Ho Chi Minh City and Vung Tau.
- Large Container Cargo Yard of over 21 Ha.
- A General Cargo Yard of 24 Ha.

At a glance, the MTIP Project will be capable of handling multiple 100,000 DWT vessels and over 27 million tons of cargo per year when fully developed. The US$ 640 million investment will be developed over 3 stages spanning 15 years and will serve as an anchor for many other developments in the area including logistics, LNG terminal and LNG power plants. Industrial parks and various commercial developments will grow out of the shadow of the project. |

JML Group played a key role and invested in the early development of the project and in attracting significant investment interest for the project and neighboring projects. JML Group exited the project in 2022. |
Project Development Details and Timeline
Phase 1 (2020–2027):
Construction Of 4 General Cargo Berths For Vessels Up To 100,000 Dwt, Including 1 Berth For Handling Machinery And Equipment For The Construction Of Domestic Factories In The Southeastern Economic Zone And Surrounding Areas. The Channel, Water Area, And Breakwater System In Phase 1 Are Funded By The Investor’s Capital Resources To Ensure Operational Readiness Of The Phase 1 Berths.
A Reduction In Breakwater Length Of 850 Meters.
By 2025, Total Cargo Throughput Is Expected To Reach 13.5 Million Tons, With Each Berth Averaging An Annual Handling Capacity Of 3.375 Million Tons.
Phase 2 (2027–2032):
An Additional 3 General Cargo Berths For Vessels Up To 100,000 Dwt Will Be Constructed. The Southern Breakwater Will Be Completed, And Dredging Of The Open Water Area For The 3 New Berths Will Be Carried Out.
Total Investment Capital Is Vnd 498 Trillion (with A 750-meter Reduction In Breakwater Length And Construction Cost Of Vnd 75 Billion).
The Projected Annual Cargo Volume Is 19 Million Tons, With Each Berth Averaging 2.73 Million Tons Per Year.
Phase 3 (2032–2037):
Construction Of 3 Additional Cargo-handling Berths For Vessels Up To 100,000 DWT, Completion Of The Breakwater, And Dredging Of Open Water Areas For The 3 New Berths.
Total Investment Capital Is Vnd 430.8 Trillion.
Annual Cargo Volume Is Expected To Reach 27 Million Tons, With Each Berth Handling An Average Of 2.7 Million Tons Per Year.
